RFP for Recycling Modernization Act - SINGLE FAMILY-CONTAMINATION CART-TAGGING

The City of Portland is seeking a contractor to implement a pre-designed recycling cart tagging program to identify and reduce contamination in residential recycling carts. The program aims to inspect recycling carts at approximately 47,000 households over a three-month period. The contractor will be responsible for conducting cart inspections, identifying and recording contamination, and providing clear, timely feedback to customers via cart tags. The project includes a rigorous evaluation component comparing three versus four weeks of cart tagging. • The contractor must have experience in conducting recycling cart inspections and tracking details in an electronic database. • The contractor must provide a proposed Statement of Work, including a description of the proposed work tasks and activities, and the team members who will work on each task. • The contractor must provide a pricing proposal, including the true estimated cost or fixed-price estimate for the proposed Project approach. • The contractor must demonstrate how they will effectively complete the proposed project, including the time frame estimated to complete each task. • The contractor must describe their approach to training and overseeing the work of contractors, tracking utilization, and adjusting if delivery is off track with commitments.
