Description

The City of Phoenix is seeking up to two qualified contractors for an on‑call, 2‑step Job Order Contract (JOC) to perform Fractured Aggregate Surface Treatment (FAST) and related pavement preservation services (crack seal, seal coat, microsurface, slurry seal, etc.) on city streets. The contract runs for a maximum of 36 months with a potential 24‑month renewal, covering a total ceiling of $20 million (initial $12 million). Each individual Job Order will not exceed $4 million. Contractors must hold appropriate Arizona contractor licenses, provide performance and payment bonds, and use the City’s UNIFIER web‑based project management system. Small Business Enterprise participation of 10 % is required, with SBE goals monitored by the Equal Opportunity Department. A pre‑submittal meeting (optional) is scheduled for October 14, 2026; SOQs are due by 12:00 pm on October 23, 2026. Selection will be qualifications‑based followed by an RFP for the finalists. • Scope includes FAST, scrub sealing, crack seal, seal coat, microsurface, slurry seal, and related maintenance. • Contract length: up to 36 months (plus possible 24‑month renewal). • Maximum contract value: $20 million; individual Job Orders ≤ $4 million. • Requires Arizona contractor licenses, bonding, and use of UNIFIER system. • 10 % Small Business Enterprise goal; SBE compliance monitored. • Pre‑submittal meeting (optional) on Oct 14, 2026; SOQ submission deadline Oct 23, 2026. • Selection: two‑step – qualifications screening then RFP for up to five finalists.

Budget estimate

$12,000,000 – $20,000,000

The contract ceiling is $20 million for the full term, with an initial funding allocation of $12 million for the first 36 months. Assuming the City awards the maximum two contractors, each could earn roughly $6 million to $10 million over the base period, with potential additional revenue if the renewal option is exercised. Therefore a realistic budget range for a single qualified contractor is approximately $12 million to $20 million total contract value, depending on the number of Job Orders awarded and any renewal. Factors influencing the final amount include the volume of Job Orders, the contractor’s ability to secure the full $4 million per order, and the City’s funding availability.
