Description

This Invitation for Bid (IFB) is for the purchase of natural gas supply at NYMEX indexed prices plus the Energy Service Company (ESCO’s) basis price to the Liberty Utilities Service Territory for the Campuses to receive natural gas supply; the transportation to the distribution system must be primary firm, non-recallable. SUNY will contract with one ESCO for the purchase of natural gas on behalf of the SUNY Campuses located in the Liberty Utilities Service Territory at Canton and Potsdam. SUNY is seeking a thirty-six (36) month supply contract for the period June 1, 2026 through May 31, 2029, with an option to extend, by mutual consent, for up to twenty-four (24) additional months. Natural gas supply provided under this IFB will be administered according to the revailing Federal, State and NYS Public Service Commission laws, rules and regulations governing the natural gas transportation system serving the Liberty Utilities Service Territory and utility’s tariff and rate schedules. A schedule of volumes, with rate classifications and account numbers is presented in Exhibit B. This IFB contains information and instructions to enable interested ESCO(s) to prepare and submit proposals and accompanying material. ESCO(s) should submit a complete proposal that satisfies all the requirements as stated in this IFB and provide all information as requested. This IFB describes the requirements for submitting bids, the bid evaluation criteria, and the successful bidder’s responsibilities before, during and after the contract is signed. It also describes the major terms and conditions that ESCO will be expected to accept as part of the natural gas supply contract that will result from this IFB. ESCO(s) must comply with the content and format requirements specified in the IFB. All bid information requested must be provided by email or in hard paper copy format using the response forms provided herein. All questions concerning this IFB should be directed at the Technical Designated Contact. A contract award resulting from this IFB shall be in effect for a term of thirty-six (36) months beginning June 1, 2026, or the first day of gas deliveries, through May 31, 2029, for SUNY Campuses. Budget estimate

$500,000 – $5,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific dollar amount. However, based on the fact that the contract is for the supply of natural gas to two SUNY campuses, the budget is likely to be substantial. The cost of natural gas can vary significantly depending on market conditions, so the budget will likely be tied to the prevailing market price of natural gas. The contract term is 36 months, with an option to extend for up to 24 additional months, which suggests that the budget will be ongoing over a period of several years. A rough estimate of the budget could be in the range of $500,000 to $5 million per year, depending on the volume of natural gas required by the campuses and the prevailing market price.
