The FAA is conducting a Market Survey (RFI) to identify qualified vendors capable of providing second‑level engineering, software maintenance, sustainment, development, and cloud‑migration services for the Terminal Flight Data Manager (TFDM) system. The effort will support the transition of TFDM to 89 operational sites (potentially 90) with a 5‑year base contract and up to five one‑year options and a final 5‑year extension, for a total possible performance period of ten years. Vendors must demonstrate deep knowledge of TFDM’s code base, proficiency with the listed development toolsets, ability to meet high‑availability (≥ 0.99998) and security (NIST SP 800‑171, FIPS‑140‑2) requirements, and capacity to perform 24/7 second‑level engineering support.
• Provide 24/7 second‑level engineering, root‑cause analysis, and problem‑report resolution (~150‑200 PRs/yr).
• Perform software maintenance, sustainment engineering, and specialty engineering (security, reliability, performance) for TFDM’s EFD, surface‑scheduling, ARM, TFD, and related modules.
• Execute a prototype cloud‑migration, hardware refresh, and support for future site deployments (including Anchorage), adhering to stringent availability and security standards.
• Manage adaptation parameters (> 1,500) and interface updates with NAS systems (SWIM, TBFM, TFMS, ASDE‑X/ASSC, etc.).
• Deliver program‑management, QA, configuration‑management, and documentation updates throughout the contract lifecycle.
