2026 Rent Escrow Account Program (REAP) Landlord Outreach Services RFP

The Los Angeles Housing Department (LAHD) is seeking a qualified contractor to provide landlord outreach services for the Rent Escrow Account Program (REAP). The contractor will be responsible for developing and carrying out a successful outreach program to inform and educate property owners whose properties are in the REAP program. The contractor will assist property owners in expediting the removal of existing Housing Code violations, ensuring timely closure of the REAP case, and preventing them from returning to REAP. The scope of work includes providing outreach and educational services, conducting site visits, and maintaining open lines of communication between property owners, tenants, and LAHD. • The contractor must have at least two years of experience performing outreach and educational services for landlords and property owners. • The contractor must provide multilingual services, including translators and bilingual educational materials. • The contractor must have the capacity and resources to put an effective landlord outreach program into operation at the beginning of the contract term. • The contractor must develop and print clear, accessible, and user-friendly materials to inform property owners about the REAP program. The contract term is for three years, with an anticipated annual budget of $150,000, subject to the approval of the Los Angeles City Council and the Mayor.
