RFQ - Global Energy Security Park Development Project

The State of Colorado is seeking a developer for the Global Energy Security Park Development Project, a 9.3-acre site located in Jefferson County. The project aims to create a vibrant energy security campus focused on driving energy solutions for national security and defense missions. The selected developer will be invited to negotiate a pre-development agreement (PDA) with the Department. The PDA will govern the performance of certain pre-development, due diligence, and early design work with respect to the project. • The project site is located near the National Renewable Energy Laboratory (NREL) and is part of an Opportunity Zone and an Economic Development Zone. • The project will include physical infrastructure for secure, access-controlled meeting and lab spaces. • The Department envisions the project as a research and commercialization hub, a technology incubator, and a convening space for large-format conferencing and collaboration. • The project will be phased, with the initial phase focusing on a smaller, secure facility. • The project must address access and emergency access needs for fire and traffic. • The project must be self-contained and not rely on any benefits from non-site land or buildings. • The project will require comprehensive stormwater management and will need to incorporate outdoor areas that connect to the adjacent open space.
