Description

The United States Air Force is seeking a contractor to remanufacture B-52 primary/secondary heat exchangers. The contractor will be responsible for disassembling, cleaning, inspecting, maintaining, re-assembling, testing, and finishing the heat exchangers to return them to a like-new condition. The contract will be a firm fixed price contract with a 5-year period of performance, consisting of a 3-year basic period and one 2-year option period. The contractor will be required to provide all labor, facilities, equipment, and materials to accomplish the remanufacture. Some key requirements include: * The contractor must establish, document, and maintain a quality system to ensure that the end items conform to specified requirements. * The contractor must provide a test plan for each end item, including all testing required by the applicable acceptance test procedure. * The contractor must report any shipping or packaging discrepancies with received Government-furnished material. * The contractor must support quality audits and quality assurance reviews as required by the Government. * The contractor must establish, document, and maintain a parts control program for the work associated with this contract. * The contractor must develop and implement a cybersecurity protection of supply chain information plan and provide a copy to the U.S. Government. Some benefits of this contract include: * The opportunity to work with the United States Air Force on a critical project. * The potential for a long-term contract with a 5-year period of performance. * The chance to develop and implement a comprehensive quality system and parts control program. However, some challenges of this contract include: * The need to establish and maintain a complex quality system and parts control program. * The requirement to provide a test plan for each end item and support quality audits and reviews. * The need to develop and implement a comprehensive cybersecurity protection plan. Overall, this contract presents a significant opportunity for a contractor to work with the United States Air Force on a critical project, but it also requires a high level of expertise and resources to establish and maintain the necessary quality systems and cybersecurity protections.

Budget estimate

$10,000,000 – $50,000,000

The budget for this contract is likely to be in the range of $10 million to $50 million, based on the complexity of the work and the 5-year period of performance. The contractor will need to provide all labor, facilities, equipment, and materials to accomplish the remanufacture, which will likely require a significant investment of resources. However, the exact budget will depend on the specific requirements of the contract and the contractor's ability to negotiate a favorable price. Factors that may influence the budget include the cost of materials, labor, and equipment, as well as the contractor's overhead and profit margins.
