A Proposal received after this date and time will be considered non-responsive and the City will return the Proposal, unopened. A Proposal must be submitted on the attached Proposal Form package. Oral, telephonic, facsimile, or electronically transmitted (email) Proposals are invalid, and the City will not accept or consider them. Proposer must submit the proposal package in one sealed envelope including all the attachments and supporting documents in originally signed paper copy.
