Notice of Intention to Sole Source

The US Air Force is intending to award a sole source contract for the acquisition of an RT3 continuous friction meter equipment (CFME) to Halliday Technologies Inc. The contract includes the purchase of the RT3 CFME, installation, and training for the 35th Civil Engineer Squadron at Misawa Air Base, Japan. The CFME is required to assess Runway Condition Reports (RCR) values. The contract also includes the purchase of open market items such as a modified Havis laptop stand, Bluetooth, Samsung 10+ tablet, and a durometer tester. • The RT3 CFME is an FAA-approved continuous friction measuring equipment manufacturer. • The contract includes installation and training for the RT3 CFME. • The contract includes the purchase of open market items. • The contract is expected to be awarded to Halliday Technologies Inc. • The government believes that only Halliday Technologies Inc. possesses the required capabilities to meet this requirement.
