Department of War Nationwide Coal-based Power Purchase Agreement (PPA)

The Department of War, via DLA Energy, is issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation for coal‑based electricity and ancillary services to support DoW installations nationwide. The IDIQ will have a ceiling of $317 million over a 5‑year base period, with individual Delivery Order‑Power Purchase Agreements (DO‑PPAs) that may run up to 10 years. Offerors must be SAM‑registered, not on exclusion lists, and demonstrate capability to supply power from existing commercial coal‑fired plants or have access to such facilities.
