Burlington Electric Department Management and Business Process Audit

The Department of Public Service is seeking a qualified independent consultant to conduct a comprehensive business process audit of the Burlington Electric Department. The audit will evaluate the adequacy and effectiveness of the department's business processes and internal quality control systems, with a focus on identifying the root causes of persistent regulatory failures. The consultant will provide a report with recommendations for remedial action. The scope of the audit includes all departments, divisions, subdivisions, etc. of the Burlington Electric Department's management and business practices, with limited exceptions. • The audit will not include specific root cause analysis for regulatory and compliance issues previously identified for investigation in an open proceeding or already investigated by the Vermont Public Utility Commission. • The audit will include investigation of the underlying patterns or themes resulting in identified exclusions. • The consultant will provide support for the regulatory process, including participation in reasonably foreseeable regulatory/legal process resulting from the investigation.
