Description
The City of Havre de Grace is seeking a qualified consulting firm to perform a comprehensive energy audit of the STAR Centre, a large multipurpose public building. The audit will establish baseline energy use, identify opportunities for lighting, envelope, and HVAC improvements, evaluate utility rebate eligibility, and recommend an analytics‑based commissioning (MBCx) system for ongoing performance monitoring. The work must be completed within 60 days of contract award, and the final deliverable is a detailed report with actionable energy‑efficiency measures. This effort is funded by the Maryland Energy Administration’s Local Government Energy Modernization grant.
• Perform ASHRAE Level 1 walkthrough and data collection for building envelope, lighting, and HVAC.
• Analyze utility billing, identify rebate opportunities, and develop cost‑benefit scenarios.
• Provide recommendations for an Energy Information System and future Monitoring‑Based Commissioning (MBCx).
• Deliver a comprehensive report with prioritized energy‑saving measures and implementation roadmap.
