Description
The City of Lexington seeks an experienced consulting firm or multidisciplinary team to execute Project ALIGN, a comprehensive utility‑organizational‑readiness and financial‑strategy effort. The consultant will assess and redesign the City’s utility operating model, map end‑to‑end processes, develop policies and SOPs, improve billing data integrity, conduct a full water‑and‑sewer rate study, update system‑development fees, and create a sustainable storm‑water billing framework. Deliverables include actionable reports, editable process maps, policy drafts, financial models, data‑cleanup support, training, and transition plans, with an emphasis on implementation rather than a pure study.
• Scope covers electric, natural gas, water, sewer, stormwater, sanitation billing, finance, IT, and customer service functions.
• Required outputs: current/future state process maps, policy/SOP inventories, billing data validation, rate‑setting models, storm‑water fee analysis, and implementation support.
