Description

The City of Santa Barbara is seeking a qualified consultant to produce a comprehensive Laguna Flood Resilience Study. The consultant will develop a detailed watershed drainage model for the Laguna Watershed, evaluate current and future flood risk under multiple climate‑change and sea‑level‑rise scenarios, and identify and prioritize adaptation measures such as storm‑drain upgrades, pump‑station and tide‑gate improvements, and green‑infrastructure solutions. The study will culminate in technical and public‑facing reports that will feed into the City’s next‑phase Master Drainage Plan. • Build a 2‑D watershed drainage model compatible with existing sea‑level‑rise and wave models. • Conduct flood‑risk analyses for 5‑, 10‑, 25‑, 50‑ and 100‑year events under present and projected climate conditions. • Develop and model a suite of adaptation options (storm‑drain capacity upgrades, pump‑station retrofits, tide‑gate redesign, green‑infrastructure) and recommend protection levels. • Deliver technical memoranda, GIS data packages, a full technical report, and a non‑technical public‑facing report. • Coordinate with City staff, provide monthly progress reports, and ensure compliance with the California State Coastal Conservancy grant requirements.

Budget estimate

$1,300,000 – $2,000,000

The solicitation references a California State Coastal Conservancy grant that caps the study portion at $1,370,000, with the possibility of additional city‑level Measure B funding. Assuming the consultant earns the full grant amount plus modest city contributions, the total contract value is likely to fall between $1.3 M and $2 M. Factors influencing the final figure include the scope of deliverables, travel costs, and any subcontractor work for specialized modeling.
