Description

The Intrinsic Market Resilience (IMR) program seeks innovative research and prototype tools that can model, analyze, and automatically repair vulnerabilities in modern electronic markets (e.g., equities, energy, cloud‑resource exchanges). The effort is divided into three Technical Areas: TA1 focuses on building formal, machine‑readable market models and formulating resilience conjectures; TA2 refines those conjectures and derives non‑disruptive repair recommendations; TA3 (classified) creates validation standards, testing frameworks, and measurement tools to evaluate the effectiveness of the TA1/TA2 outputs. Awards will be made under an Other Transaction (OT) Prototype Agreement and are expected to run for a total of 32 months across three phases, with multiple awards possible for TA1 and TA2 and a single award for TA3. The program emphasizes unrestricted IP rights, CUI handling, and, for TA3, TOP SECRET//SCI//SAR clearance. • Develop formal market models and automated analysis tools to detect hidden design weaknesses. • Generate mathematically‑based “resilience conjectures” and produce validated repair recommendations that preserve normal market operation. • For the classified component, define objective validation standards, seed known flaws, and deliver measurement tools for transition partners. • Funding ranges: $4.5‑$5 M per TA1 award, $2.5‑$3 M per TA2 award, $5‑$6.5 M for the TA3 award.

Budget estimate

$4,500,000 – $6,500,000

The solicitation indicates award ranges of $4.5 M‑$5 M for TA1 performers, $2.5 M‑$3 M for TA2 performers, and $5 M‑$6.5 M for the single TA3 award. Assuming a successful bid for a TA1 or TA2 award, the contractor could expect to earn roughly $5 M over the 32‑month program. If a bidder secures the TA3 classified award, the budget could rise to about $6 M. Therefore a realistic overall estimate for a single award lies between $4.5 M and $6.5 M.
