The required chemicals include Liquid Carbon Dioxide, Aluminum Sulfate, Orthophosphate, Sodium Hydroxide (Caustic Soda), Sodium Hypochlorite, and Liquid Polymer. The sludge removal services involve the removal and disposal of approximately 800,000 gallons of sludge solids per year. The successful bidder will be responsible for providing the necessary labor, equipment, and materials to perform the services. The contract will be for a period of one year, commencing on January 1, 2026, and terminating on December 31, 2026. • The City of Peekskill retains the right to not be obligated to any minimum nor maximum quantity of chemicals purchased for the 2026 fiscal year. • All chemical deliveries will be pumped from the delivery vehicle into the facility through a two-inch quick disconnect pipe. • The successful bidder shall obtain all necessary permits for the disposal of the sludge solids at the identified disposal site. • The unit price bid shall include the furnishing of all labor and equipment necessary to remove, transport, and dispose of the type of material for a period of one year. • The Contractor shall employ a chain-of-custody manifest system to record all persons and equipment involved in removing, transporting, and disposing of the material under this Contract.

Budget estimate

$1,000,000 – $3,000,000

Based on the estimated quantities of chemicals and sludge solids to be removed, the total budget for this contract could be substantial. For example, assuming an average unit price of $2 per gallon for the chemicals and $0.10 per gallon for the sludge removal services, the total budget could be around $1.5 million (800,000 gallons of sludge solids * $0.10 per gallon + 150,000 pounds of Liquid CO2 * $1.50 per pound + 38,000 gallons of Sodium Hydroxide * $2.50 per gallon + 40,000 gallons of Sodium Hypochlorite * $1.50 per gallon + 3,000 gallons of Orthophosphate * $3.00 per gallon + 80,000 gallons of Aluminum Sulfate * $1.25 per gallon + 500 gallons of Liquid Polymer * $5.00 per gallon). However, this is a rough estimate and the actual budget could be higher or lower, depending on the unit prices bid by the successful contractor.
