A/E SERVICES FOR A NEW FISHERIES SCIENCE RESEARCH BUILDING

The College of William and Mary (Virginia Institute of Marine Science) is seeking a full‑service architectural/engineering (A/E) firm to design a new 42,350 sq‑ft state‑of‑the‑art fisheries science research laboratory. The project will replace a 32‑year‑old laboratory, incorporate specialized fish‑processing labs, climate‑controlled storage, faculty offices, and house the Nunnally Ichthyology Collection and Necropsy Lab. The building must achieve LEED‑Silver (or higher) certification and support the university’s carbon‑neutrality goal for 2030. The contract is a design‑not‑to‑exceed (DNE) scope with a construction budget of approximately $47 M; A/E fees are to be negotiated separately. • Full A/E services from schematic design through construction‑document set (working drawings) – target delivery of construction documents by Spring 2029. • Required coordination with a Construction‑Management‑at‑Risk (CM‑at‑Risk) contractor; CM‑at‑Risk to be engaged by end of schematic design. • Mandatory SWaM participation – 50 % of contract value must be sourced from Small Business, Women‑Owned, Minority‑Owned, and Micro‑businesses (30 % small, 12 % women‑owned, 6 % minority‑owned, 2 % micro). • Submission via BuyW&M portal; required AE‑1 through AE‑6 forms, electronic delivery only; pre‑proposal conference 16 Sep 2026 (optional).
