Description
The Commonwealth of Massachusetts, through its Division of Marine Fisheries, is establishing a rolling market‑basket list of qualified commercial and for‑hire fishing vessels to support year‑round marine research and monitoring activities. Selected vendors will be placed on a qualified list and may be called upon for individual task‑order contracts as research needs arise, with compensation negotiated on a per‑trip or per‑day basis. The solicitation is open, allows electronic quotes, and is a non‑statewide, blanket procurement with a three‑year base term and two optional three‑year renewals.
• Provide a commercial or for‑hire fishing vessel equipped with a licensed captain, crew, and necessary fishing gear.
• Ensure vessel safety, compliance with state/federal fisheries regulations, and support of on‑board researchers (power, covered space, A‑frame, live‑well, etc.).
• Compensation will be based on negotiated rates (trip, day, dockside) and may include fuel, insurance, or other research‑related costs.
• Vendors must meet Small Business Purchasing Program (SBPP) eligibility if they wish to receive award preference.
