Description

The City of Norfolk is soliciting bids from qualified vendors to perform comprehensive underwater services on the de‑commissioned USS Wisconsin, which serves as a static museum vessel. The contract covers bi‑annual hull inspections, routine and emergency cleaning, cathodic protection system surveys, and authorized underwater repairs (welding, painting, component replacement). Vendors must be Navy‑certified for underwater ship husbandry, respond to emergency requests within 24 hours, provide detailed cost estimates within 1 day (non‑emergency) or 4 hours (emergency), and submit thorough reports with photographic and video documentation. The agreement is a five‑year, non‑exclusive contract with annual renewal options based on performance. • Bi‑annual “swim‑by” hull inspections and annual full box‑blank/sea‑chest surveys (≈164 locations) • Hull cleaning per NAVSEA S9086‑CQ‑STM‑10 Chapter 81, only when biological growth impedes inspection • ICCP system survey and cleaning twice per year, plus emergency response within 24 hrs • Underwater welding and painting using Hycote‑type materials, with pre‑approval and detailed reporting • Full hull survey every five years (thickness, coating, electro‑potential, video) with data delivered in hard‑copy and electronic format within 2 weeks • Mandatory Navy certification, insurance (minimum $2 M MCL, $2 M workers’ comp), and compliance with all federal, state, and local regulations.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Based on the scope—bi‑annual inspections, annual cleaning, ICCP surveys, emergency repairs, and a five‑year hull‑survey cycle for a large battleship—industry benchmarks suggest annual spend between $500,000 and $2,000,000. This range accounts for labor, specialized diving equipment, Navy‑certified personnel, materials (underwater paint, welding consumables), and reporting requirements. Over the five‑year term, total contract value could therefore fall roughly between $2.5 million and $10 million, depending on the frequency of emergency repairs and any additional scope added during the contract term.
