Description

The State of South Carolina Department of Natural Resources is soliciting fixed‑price bids for a three‑year, at‑sea observer program supporting the for‑hire recreational reef‑fish fishery. Qualified vendors will place observers on charter vessels, collect discard and catch data, and submit weekly and annual reports. Payments are made per completed trip, with a capped annual amount per vessel. The contract does not guarantee a set number of trips; vessels are placed on a Qualified Provider List and assigned trips randomly.

Budget estimate

$100,000 – $500,000

The contract pays $300 per completed trip, with a maximum of 15 trips per vessel per year ($4,500 per vessel annually). Assuming the State contracts with roughly 20–30 vessels over the three‑year period, total payments could range from about $270,000 (20 vessels × $4,500 × 3 years) to $405,000 (30 vessels × $4,500 × 3 years). Additional administrative fees or discounts could shift the range, so a reasonable estimate is $100k–$500k for the entire contract.
