Description

The South Carolina Department of Parks, Recreation & Tourism is seeking a qualified vendor to administer a long‑term commercial boat‑slip permitting process for Devils Fork State Park. The contractor will be placed on a Qualified Provider List and, when selected, will issue permits, collect fees, manage insurance requirements, and remit park‑admission revenues. The contract is a fixed‑price, one‑year award with up to four optional one‑year renewals, allowing a maximum five‑year term. • Administer up to 14 boat‑slip permits (max 6 per vendor) and process permit applications on an as‑needed basis. • Ensure vendors maintain required insurance (CGL $500K/$1M, property $100K) with the State and Duke Energy as additional insureds. • Collect and remit weekly park‑admission fees for shuttled guests and provide quarterly financial reporting; audit rights reserved by SCPRT. • Payments: $1,800 per permit annually (paid by 31 Mar) plus admission‑fee reimbursements; contract may be terminated by either party with notice.

Budget estimate

$100,000 – $150,000

The contract provides $1,800 per permit per year for up to 14 permits, yielding $25,200 in permit fees annually. Assuming the contractor secures the maximum allowable six permits, annual revenue would be about $10,800, plus additional reimbursement for weekly admission fees (adult $8, senior $5, child $3). Over a full five‑year term, total earnings could range from roughly $100,000 (conservative estimate with fewer permits and modest admission collections) to $150,000 (full permit allocation and higher admission volume).
