Description

The State of South Carolina, Department of Parks, Recreation and Tourism seeks a qualified developer to design, construct, finance, operate, and maintain a public resort on approximately 325 acres of Lake Hartwell shoreline under a 50‑year sub‑lease. The award will be based on best value, combining technical merit and a revenue‑share pricing formula. The successful offeror must assume full responsibility for all development costs, obtain U.S. Army Corps of Engineers approval, and manage ongoing operations while delivering a public‑access recreation facility. • Provide a comprehensive resort concept, master plan, market study, and feasibility analysis. • Submit a revenue‑share (percentage‑based) lease‑rate formula (Attachment B) to determine rent payments to the State. • Finance, design, construct, and maintain all infrastructure (roads, utilities, facilities) with no reliance on State funding. • Comply with USACE recreation‑development policy, environmental regulations, and nondiscrimination requirements. • Meet mandatory pre‑proposal conference (4 Nov 2026) and site‑visit (4 Nov 2027) schedules; respond to questions by 12 Nov 2026.

Budget estimate

$10,000,000 – $30,000,000

The solicitation does not disclose a fixed contract ceiling; payment will be derived from a revenue‑share percentage of gross receipts. Based on comparable waterfront resorts of similar size, annual gross revenue could range from $5 million to $15 million, with the State’s share typically 10‑20 %. The developer’s net earnings over the 50‑year term could therefore be roughly $10 million–$30 million in total, assuming successful operation and reasonable expense control.
