Concessionaire Operations of Honey Creek Resort

The State of Iowa Department of Administrative Services is seeking a qualified concessionaire (or two) to operate the Honey Creek Resort at Rathbun Lake, including a full‑service resort/marina and an 18‑hole golf course. The contract will be a five‑year term with up to five one‑year renewal options (potential total of ten years). The award will be based on a weighted technical (70 %) and cost (30 %) evaluation. The successful bidder must manage lodging, food & beverage, marina services, golf‑course operations, maintenance, staffing, licensing, and all associated regulatory compliance, while providing regular financial and operational reporting to the agency. The vendor must also contribute to a Personal and Real Property Replenishment Fund (minimum 15 % of annual revenue) and a capital‑investment contribution over the first five years. • Operate 105‑room lodge, cottages, RV park, marina, indoor water‑park, and associated dining facilities. • Manage and maintain an 18‑hole championship‑quality golf course and pro‑shop. • Deliver monthly/quarterly financial reports, maintain insurance limits, and meet extensive nondiscrimination and environmental regulations. • Provide a 3.75 % conservation fee on lodging and golf revenues, and fund a PRF and capital‑improvement account as required.
