Description

The City of Los Angeles Department of Recreation and Parks is seeking qualified private operators to run, staff, and maintain three municipal equestrian facilities – Los Angeles Equestrian Center, Hansen Dam Equestrian Center, and Stoney Point Ranch Equestrian Center – under a 20‑year concession (with two optional 5‑year extensions). The concessionaire will be responsible for boarding, training, horse‑riding instruction, event hosting (shows, weddings, corporate functions), food‑service operations, facility upgrades, compliance with ADA and health codes, and revenue‑sharing with the City based on a percentage of gross receipts (PGR) for the first four years and a Minimum Annual Guarantee (MAG) thereafter. Proposers may elect to operate one, two, or all three centers, each under separate agreements, and must submit detailed business, management, financial, and improvement plans, along with a pro‑forma covering the 20‑year term. • Mandatory virtual pre‑proposal conference (Oct 29, 2026) – attendance required. • Optional on‑site walk‑throughs (Nov 5‑6, 2026). • Questions due Nov 13, 2026; BIP outreach Nov 22, 2026. • Proposal submission deadline Dec 7, 2026 (2 pm) via DropBox or email. • Concession term: 20 years + two 5‑year renewal options. • Compensation: PGR (minimum 6‑20 % depending on revenue category) for years 1‑4; MAG (≥ 90 % of prior year’s rent) or PGR for years 5‑30. • Required improvements include arena footing, HVAC, lighting, roof repairs, security gates, and ADA upgrades. • Operators must provide low‑income and adaptive‑play access, adhere to Good Food Purchasing and Zero‑Waste ordinances, and maintain large‑animal shelter SOPs.

Budget estimate

$40,000,000 – $80,000,000

Based on the historical gross sales data provided (approximately $5‑7 million per year for LAEC and $1‑2 million for HDEC, with Stoney Point contributing modestly), total annual gross receipts for all three centers are estimated at $8‑10 million. Applying the minimum revenue‑share percentages (6‑20 % depending on category) yields an annual concession fee to the City of roughly $500 k‑$1.5 million. Assuming the operator retains the remainder, net annual operating profit could range from $2 million to $4 million after expenses. Over the base 20‑year term, the total profit potential is therefore estimated between $40 million and $80 million, not accounting for optional extensions or upside from higher revenue‑share bids.
