Description

The Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) program is a pilot initiative conducted by the Department of Energy (DOE) in partnership with the National Nuclear Security Administration (NNSA). The program aims to facilitate the transfer of low-volume, high-impact technologies developed at DOE/NNSA Labs, Plants, and Sites to qualified small and medium-sized businesses (SMBs). The program introduces a new technology transfer mechanism, the Cost Reduction License (CRL), which enables SMBs to manufacture and supply these technologies to DOE and other government agencies at a fair and reasonable price. Key aspects of the program include: • Technologies included in the program are anticipated to be fully developed, tested, and ready for production. • The CRL is a licensing agreement that allows SMBs to produce and sell specified technologies to DOE/NNSA at a set price. • The program will pool eligible technologies from participating DOE/NNSA sites and match them with vetted SMBs through a standardized process. • Interested SMBs will undergo a vetting and due diligence process to assess technical capabilities and alignment with the needs of the technologies being offered.

Budget estimate

$100,000 – $1,000,000

The budget for this opportunity is difficult to estimate as the document does not provide specific information on the pricing of the technologies or the potential revenue for the selected SMBs. However, considering the program's focus on technology transfer and manufacturing partnerships, the budget could be influenced by factors such as the number of technologies transferred, the production volumes, and the pricing agreements. A rough estimate could be in the range of $100,000 to $1,000,000, depending on the scope and scale of the projects.
