Description

The Department of Energy (DOE), together with the National Nuclear Security Administration (NNSA), is offering a pilot program (BUILTT) that licenses low‑volume, high‑impact technologies developed by DOE/NNSA labs to qualified U.S. small‑medium businesses. Participants can obtain a Cost Reduction License (CRL) for a nominal fee, enabling them to produce and sell the technology to government customers and, where applicable, commercial markets. The program focuses on specialized optical, sensing, precision components, advanced materials, laboratory‑scale processing equipment, and related software. Interested firms must be U.S.‑based SMBs meeting SBA criteria and should submit an expression of interest by the response deadline. • Eligible technologies span optics, instrumentation, coatings, sensors, and manufacturing equipment. • Applicants are evaluated on technical capability, facilities, quality/safety compliance, low‑volume production ability, and financial capacity. • No contract is guaranteed; participation is a pre‑qualification step toward potential licensing and procurement.

Budget estimate

$200,000 – $2,000,000

No direct contract value is disclosed. The program offers a nominal licensing fee for the Cost Reduction License and subsequent sales to DOE/NNSA and possibly commercial buyers. Assuming a modest licensing fee (e.g., $10 k‑$50 k) plus revenue from producing low‑volume units (e.g., $100 k‑$2 M over a short‑term production run), the total earnings for a qualified SMB could range from a few hundred thousand dollars to a couple of million dollars, depending on the technology’s complexity and market demand.
