Description
The National Laboratory of the Rockies (NLR) is seeking up to ten sub‑contracts to provide subject‑matter‑expert (SME) technical support for DOE’s Building America program. The work includes laboratory and field testing, industrialized construction optimization, hygro‑thermal modeling, industry and market analysis, guidance development, and knowledge‑transfer activities for new‑construction and retrofit projects. Proposals may cover any subset of the six defined task areas, and each awarded subcontract can be a fixed‑price, labor‑rate‑based agreement with a 12‑month base period plus four optional 12‑month extensions (up to five years total). Funding is capped at roughly $100 k per year (≈$500 k over five years) per subcontract, with a potential total award pool of up to $5 million across all subcontracts. All SME personnel must be U.S. citizens or residents, and laboratory work must be performed in the United States. Subcontractors must submit fully‑burdened hourly labor rates, meet short‑notice task requirements (2‑day notice, 5‑day delivery), and comply with DOE data‑rights, IP, DEI, and foreign‑government talent‑reporting obligations.
