Elections Tabulation System

Pierce County is seeking a qualified firm to provide an Elections Tabulation System. The system must be certified by the United States Election Assistance Commission (EAC) and the Washington State. The scope of work includes providing a turn-key solution, assigning skilled and experienced staff, and delivering training and technical support. The contract is expected to begin on January 1, 2027, and end in 2031, with the option to extend for three additional terms of 12 months each. The total value of the procurement is $1,300,000. Key features of the system include the ability to scan and adjudicate ballots simultaneously, process voted ballots up to six weeks before each Election Day, and provide centralized tallying of paper ballots. • The system must be able to import election definition data from the State of Washington VoteWA System. • The system must be able to export ballots for printing by 3rd party service providers. • The system must be able to support ballot on demand printing in office and vote centers using PDFs. • The system must be able to extract election results and format them for publishing to the County’s websites. • The system must be able to support centralized tallying of paper ballots. • The system must be able to extract data for publishing to the State of Washington’s reporting system. • The system must be designed to guarantee the security and integrity of election data. • The system must be able to enable the County to create and design ballots in-house. • The system must be able to export ballot design files compatible with the Democracy Live VoteWA online ballot tool.
