This Sources Sought Notice solicits capability statements from qualified suppliers for the 2027 Annual Bulk Fuel Procurement supporting U.S. military bases across the Atlantic, Europe, and Mediterranean (AEM) region. The DLA Energy program seeks large‑volume deliveries of aviation turbine fuels (JA1, JP5, JP8) and naval distillate (F76) via tanker and pipeline, with a minimum lift guarantee of 75% and a total estimated requirement of roughly 317 million U.S. gallons. The ordering period runs from award date through June 30 2028; delivery occurs July 1 2027 – June 30 2028, with a 30‑day carry‑over. A non‑competitive award is anticipated for 22 million gallons of F76 in Spain, with Moeve identified as the sole authorized source.
