Description
The Bureau of Indian Affairs (BIA) is seeking quotations from qualified Indian Small Business Economic Enterprises to prepare a comprehensive Environmental Assessment (EA) for a 20‑acre fee‑to‑trust land acquisition in the Pine Ridge Reservation, Great Plains Region. The work includes NEPA compliance, Phase I Environmental Site Assessment (ASTM E1527‑21), biological and cultural resources reviews, and preparation of required NEPA documents. No physical land‑disturbing activities, vegetation clearing, or public meetings are required. The period of performance runs from 24 September 2026 to 31 January 2027 (approximately four months). The contract is set‑aside 100 % for Indian Small Business Economic Enterprises and is subject to Service Contract Act wage determinations for support staff.
• Prepare NEPA Environmental Assessment covering the 20‑acre parcel.
• Conduct Phase I Environmental Site Assessment per ASTM E1527‑21.
• Perform desktop biological reviews (no field surveys required unless identified).
• Conduct cultural‑resources records review and prepare related sections; field survey only if later required.
• Provide scoping notice, up to five scoping letters, and a Notice of Availability; no public hearings.
• Deliver final EA by 31 January 2027.
