Bird Survey - Catoosa ITB

The State of Tennessee Department of Military is seeking a qualified contractor to conduct a comprehensive bird‑survey at the Tennessee Army National Guard training sites in Catoosa, GA, and Smyrna, TN. The work includes a kickoff meeting, development of a detailed work plan, execution of field surveys covering all seasons, and preparation of both draft and final reports with GIS deliverables. The contract is fixed‑price, with a maximum state liability of $90,000, and requires the contractor to provide all labor, equipment, permits, and insurance, and to comply with numerous state and federal regulations (Buy‑America, prohibition of illegal‑immigrant labor, FFATA, etc.). • Perform planning‑level avian surveys (point‑counts, transects, nocturnal broadcasts) across diverse habitats. • Deliver GIS‑compatible data sets, draft and final reports, and monthly progress updates. • Maintain all required licenses, insurance, and certifications, and submit required subcontractor and debarment disclosures.
