Description

The University of Montana is issuing a multiple‑award task‑order contract to provide natural‑resources support services across Western U.S. military installations. The contract will be awarded to up to twelve qualified vendors and will cover a twelve‑month base period with up to six one‑year options, encompassing forestry management, invasive‑species control, native reseeding, ecological restoration, and wildlife/plant surveying. • Scope includes forest thinning, hazard‑tree removal, fuel‑reduction treatments, timber salvage, and road maintenance. • Invasive species management requires both mechanical removal and licensed herbicide application, with detailed monitoring and GIS reporting. • Restoration tasks involve native seed/drill‑seeding, shrub/tree planting, wetland and riparian rehabilitation, habitat‑enhancement structures, and comprehensive ecological surveys. • Contractors must supply all personnel, equipment, PPE, permits, and must comply with a wide array of federal environmental statutes (NEPA, ESA, MBTA, FIFRA, etc.) and DoD installation‑specific requirements. • The solicitation includes a $21 million ceiling over a potential seven‑year contract life, with a 3 % annual labor‑cost escalation cap (max 20 %).

Budget estimate

$500,000 – $5,000,000

The solicitation caps total contract value at $21 million over up to seven years, averaging roughly $3 million per year. Depending on the mix of base‑year and optional‑year work a successful vendor could earn anywhere from a few hundred thousand for a single task order to several million if awarded multiple orders across the contract horizon. Factors influencing the budget include the number of task orders awarded, the optional‑year uptake, labor‑cost escalation, and the specific mix of high‑value forest‑management versus lower‑cost survey services.
