The solution must be WCAG 2.1 AA compliant, support multilingual interfaces (minimum Spanish), integrate with existing city systems (Granicus OpenCities, GovDelivery, ESRI ArcGIS, Microsoft Entra ID for SSO), provide robust survey/idea‑board tools, event management, real‑time analytics, and allow for future CRM capabilities. The contract will be awarded on a best‑value basis, with a 12‑week implementation window after award and a life‑cycle cost analysis extending up to ten years.
