Cleanwater Center and Perimeter Wall Project

The City of Sunnyvale is seeking a responsible contractor to design and construct the Cleanwater Center and Perimeter Flood Wall at the Sunnyvale Water Pollution Control Plant. The scope includes demolition of existing structures, construction of a new ~30,000 sf administrative/laboratory building, installation of a new 4‑inch perimeter flood wall (with a joint‑wall portion shared with Santa Clara Valley Water), extensive site work, utility relocations, landscaping, security fencing, hydrostatic flood gates, and associated temporary facilities. The project must meet LEED Gold standards, California prevailing‑wage rules, and CWSRF/WIFIA loan program requirements. • Total estimated construction cost $68.5 million; bid security 10 % of bid price. • Two Notice‑to‑Proceed phases: NTP 1 (400 calendar days, 350 days to substantial completion) and NTP 2 (999 calendar days, 910 days to substantial completion). • Self‑performance minimum 10 % of base‑bid; subcontractor share ≤ 80 %; joint‑venture bids prohibited.
