Request for Whitepapers: AEDC Velocity Alliance - A Multi-Billion Dollar OTA Consortium Opportunity

The AEDC Velocity Alliance is a multi-billion dollar OTA consortium opportunity established by the Department of the Air Force to accelerate the modernization of national test infrastructure. The consortium will execute a diverse portfolio of complex engineering and construction projects, including process systems, electrical infrastructure, specialized construction, and engineering services. The Government is seeking whitepaper submissions from interested and qualified vendors to join the consortium. Vendors must demonstrate technical competence, partnership capability, and compliance with cybersecurity requirements, including CMMC Level 2 certification. • The AEDC Velocity Alliance will be a primary execution vehicle for a multi-billion dollar infrastructure modernization portfolio through FY32. • The consortium will compete projects exclusively among its members, but the Government reserves the right to open competitions to the open market or to use other contract vehicles. • Vendors must submit a whitepaper response, including a technical proposal, partnership information, and cybersecurity compliance documentation. • The Government will evaluate whitepaper submissions based on technical merit, partnership capability, and cybersecurity compliance. • The AEDC Velocity Alliance will provide a collaborative industrial ecosystem, with opportunities for teaming and subcontracting among members.
