Intent to Sole Source - Brandon Road Acoustic Transducers

The U.S. Army Corps of Engineers, Rock Island District, intends to procure 280 Lubell LL 1424 HP Underwater Acoustic Transducers for the Brandon Road Interbasin Project on a sole source basis with Lubell Labs, Inc. The transducers must meet specific design and performance specifications, including being piezoelectric, having a frequency range of 200 Hz to greater than 8000 Hz, and being able to withstand harsh environments. The contract will be a firm-fixed-price contract. • The transducers must be piezoelectric underwater acoustic transducers. • They must have test data on speaker performance across a frequency range by sound pressure levels. • The frequency range must be 200 Hz to greater than 8000 Hz, omni-directional. • The loudness must be greater than 170 dB across the frequency range of 200-8000 Hz. • They must be able to be placed between 9-40 feet without compensation. • The connectors must be wet contact, military grade bulkheaded, with specific materials and coatings. • The speaker housing must withstand harsh environments and corrosion. • The speakers must be designed for continuous long-term playback when driven by specific voltage and current levels.
