Notice Of Intent To Sole Source

The Waccamaw Regional Council of Governments (WRCOG) intends to award a sole‑source contract to Miovision Technologies US, LLC for a comprehensive traffic‑control solution that enables emergency vehicle priority across the WRCOG region. The contract, estimated not to exceed $4.5 million, covers perpetual software licensing, vehicle and intersection licenses, compatible hardware, installation, configuration, testing, project management, engineering/contractor services, and ongoing support. The effort will be executed through a Master Sale of Goods and Services Agreement with multiple phases, purchase orders, and written notices to proceed. • Deliver Miovision Opticom Cloud perpetual licenses (vehicle and intersection) and related hardware (cabinets, IO cables, antenna brackets). • Provide installation, configuration, testing, and turn‑on services, plus SCDOT‑required engineering and contractor support. • Manage project execution, including project management, final configuration, customer care, and long‑term support for emergency vehicle priority control.
