Financial Feasibility

The San Diego Housing Commission (SDHC) seeks a qualified consulting firm to provide comprehensive financial feasibility analysis for housing acquisition, development, and ongoing portfolio management. The scope includes creating detailed pro‑forma models, financing gap analyses, 15‑year cash‑flow projections, estimating stabilized NOI, reviewing developer financial capacity, and conducting market studies. Work will be performed “when and as directed” by the Commission and may be structured as a one‑year base contract with up to four additional one‑year option extensions. • Develop acquisition, development, and operating pro‑forma models for individual housing projects. • Perform financing analysis, including rent‑structure impacts, gap analysis, and 15‑year cash‑flow forecasting. • Review developer financial statements and capacity, and produce market/demographic studies. • Provide additional financial‑analysis services on a project‑by‑project basis as requested. • Contract may extend up to five years total, with performance‑based renewal options.
