NGS Alignment CORS Processing and Coordinate Products

The National Oceanic and Atmospheric Administration (NOAA) is conducting market research to identify potential small business sources to fulfill the requirement of developing a scalable and repeatable processing framework capable of generating authoritative coordinates for geodetic reference points (GRPs) associated with Continuously Operating Reference Stations (CORS) not currently included in existing National Geodetic Survey (NGS) multi-year coordinate solutions. The contractor shall support ingestion and management of GNSS observation data and associated metadata, implementation of multiple independent processing approaches, coordinate validation and uncertainty analysis, and development of operational coordinate products and supporting documentation. The work requires demonstrated expertise in Global Navigation Satellite System (GNSS) data processing, geodetic reference frames, geodetic network adjustment methodologies, metadata management, coordinate estimation, quality assurance and quality control (QA/QC), and operational geodetic workflows. Some key points to consider are: • Developing a scalable and repeatable processing framework for generating authoritative coordinates for non-NCN CORS stations. • Implementing multiple independent geodetic processing approaches to support robust coordinate estimation and comparison of results. • Performing independent validation and quality assurance activities to evaluate the consistency, stability, and reliability of coordinate solutions. • Developing operational workflows and coordinate products capable of supporting scalable, repeatable, and maintainable future processing of non-NCN CORS stations. • Providing knowledge transfer, technical documentation, training, and operational transition support necessary to enable National Geodetic Survey (NGS) personnel to understand, maintain, and expand the processing framework and coordinate products.
