The New York District Corps of Engineering is conducting a market survey to identify potential sources for a sole-source market research for the PN096278 FY26MCA Electrical Switching Station-North project at Watervliet Arsenal (WVA), New York. The project involves the construction of a generator connection terminal to provide backup power to the Arsenal in the event of a long-term power outage. The primary scope includes electric manholes, duct bank, grounding cable, fencing, switchgear, transfer switches, cables, generator procurement and installation, splices and connections. The project also includes the construction of all necessary utility interconnections to bring fuel to the power generation facility and to connect the switching station to the existing electrical distribution network. • The project requires the sole-source of brand-name Johnson Controls Inc. (JCI) Metasys components, programming, and engineering modifications to support the installation of the sitewide electrical switching project. • The purpose of this acquisition is to integrate new control equipment into the existing-to-remain Building Automation System (BAS) infrastructure. • The Government has determined that maintaining compatibility with the existing software infrastructure used for building servicing is essential. • The decision has been made to continue using the JCI Metasys product line for these new controls due to the strict requirement to ensure seamless integration and operation within the current system.
