Comprehensive 3 year Audit of Procurement Card (P-Card) Purchases

Lancaster County is seeking a qualified firm to conduct a comprehensive audit of its Procurement Card (P-Card) program, covering the past three fiscal years. The audit will assess compliance with South Carolina Consolidated Procurement Code, Lancaster County P-Card Policy, and internal controls. The selected firm will conduct a comprehensive review of P-Card transactions, identify potential risks, and provide recommendations for improvements. Key aspects of the scope of work include: • Comprehensive review of P-Card transactions across all County departments • Sampling approach to review transactions and potential policy violations • Targeted review of all P-Card transactions that exceed the established daily limit • Full audit of all P-Card transactions for selected departments • Review of internal controls, including workflows, approval processes, and assigned authorizations • Identification of potential misuse, unauthorized purchases, policy violations, and inefficiency • Assessment of the effectiveness of oversight mechanisms and internal control processes • Provision of corrective actions, best practices, and benchmarking against industry standards • Presentation of findings to County Council in both written and verbal formats
