Lower Sycamore Creek Flood Mitigation and Restoration Planning Project

The City of Santa Barbara is seeking a multidisciplinary consulting firm to develop a comprehensive flood‑mitigation and restoration plan for the lower reach of Sycamore Creek (highway 101 to the Pacific). The effort includes hydrologic/hydraulic modeling, three design alternatives, 30 % and 60 % design phases, extensive technical studies (geotechnical, biological, cultural, traffic, water‑quality), agency coordination, public outreach, and CEQA support. The consultant must be ready to start in November 2026 and deliver the final design package by April 2029. • Conduct surveys, modeling, and alternatives analysis to increase creek conveyance and habitat. • Produce 30 % (pre‑design) and 60 % (intermediate) design documents, cost estimates, and permit‑application support. • Manage stakeholder outreach, agency liaison, and environmental compliance (CEQA, coastal, FEMA). • Deliver technical reports on geotech, biology, cultural resources, traffic, and water‑quality. • Provide a single project manager to coordinate all disciplines over a ~2.5‑year engagement.
