Queen Louise Revitalization

The Virgin Islands Housing Finance Authority (VIHFA) is seeking proposals from qualified and licensed Professional Architects and Engineers in the United States Virgin Islands (USVI) to provide Architectural and Engineering (A/E) Design Services for the Queen Louise Revitalization Project. The project involves designing sixteen three-bedroom townhouse units, each approximately 1,425 square feet per unit. The selected respondent will be responsible for providing professional architectural and engineering design services necessary to advance the project through final design, permitting, and construction documentation. • The project is located at Parcel No. 15 Consolidated and Parcel No. 13 Consolidated Nordsidevej, Queens Quarter, St. Thomas, U.S. Virgin Islands. • The proposal will be awarded using a Best Value determination, considering technical qualifications, relevant experience, project approach, schedule, and cost. • The deadline for submitting proposals is 7/13/2026 03:00:00 PM (AT). • A pre-proposal conference will be held on 7/9/2026 11:00:00 AM (AT) at the project site.
