The City of Gastonia, North Carolina, is soliciting proposals from qualified consultants to re-write its Unified Development Ordinance (UDO). The current UDO was adopted in 2009 and has undergone several updates, with the most recent being in 2021. The city has since adopted a new Comprehensive Plan (2050) and is seeking to align its UDO with the plan's goals and objectives. The primary objective of the UDO re-write is to transition from traditional Euclidean zoning practices to a more modern, place-based planning framework. The updated ordinance should prioritize consistency, clarity, and flexibility, and should be user-friendly, incorporating graphics, diagrams, tables, and charts to explain concepts. The scope of work includes: 1. Analyzing the existing UDO and reviewing the 2050 Comprehensive Plan. 2. Developing a framework for the re-write and engaging stakeholders. 3. Drafting the UDO and creating a guidebook for implementation. 4. Incorporating land use flexibility, housing options, and regulations to support unsheltered populations. 5. Ensuring quality urban design, complete streets standards, and open space preservation. 6. Evaluating parking and setback requirements. 7. Providing incentives for affordable housing, public gathering spaces, and sustainable development practices. The city is seeking a consultant with experience in urban planning, zoning, and community development. The selected consultant will be expected to work with a steering committee, city staff, and the public to ensure a collaborative and inclusive process. The proposal requirements include: 1. A letter of introduction, table of contents, and executive summary. 2. A description of the firm's experience and qualifications. 3. A scope of work and timeline for the project. 4. A budget and fee structure. 5. Information on minority and women business enterprise (MWBE) participation. The city reserves the right to reject all proposals, waive informalities, and negotiate with individual consultants. The successful consultant will be required to sign a contract with the city and maintain comprehensive general liability insurance during the life of the contract. The deadline for submitting proposals is February 9, 2026, at 5:00 PM Eastern Standard Time. Questions regarding the RFP should be submitted to Sushil Nepal, Planning Director, by January 22, 2026.
