Description

The City of Pueblo is seeking a highly qualified and experienced developer to construct affordable or market rate housing on two properties located within the City of Pueblo city limits. The City intends to incentivize the selected developer by deeding the property at no cost. The successful respondent should be represented by a development team that includes the developer, an architect, engineer, and other professional consultants. The team must have experience and financial and technical capacity to deliver a project that meets Colorado building code and all of the City’s eligibility requirements. The project aims to create new housing developments with housing units that include high-quality and durable materials and architectural treatments, employing “green-building” and energy-efficient installations when possible. • The City is seeking a developer with a diverse background and team members able to assist with all portions of the project from inception to completion. • The developer must demonstrate substantial experience utilizing a broad range of affordable housing financing tools. • The project must have a long-term deed restriction requiring a minimum average at or below 110% of the Area Median Income (AMI). • The City may or may not provide funds or subsidies to the developer to develop or construct the property. • The developer may apply to the City of Pueblo at a future date for waivers of fees or Federal HOME funding.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is difficult to estimate, as the City is not providing funds or subsidies to the developer at this stage. However, the developer will be responsible for securing all financing necessary to construct, market, sell/lease, and/or operate the site and the proposed development. The City may or may not provide funds or subsidies to the developer at a future date. The estimated cost of the project will depend on various factors, including the size and complexity of the development, the materials and labor required, and the financing options available to the developer. A rough estimate for the cost of a similar project could be in the range of $5 million to $20 million, depending on the scope of the project.
