Description

The Urban Redevelopment Authority of Pittsburgh is seeking proposals from developers for the creation and/or preservation of affordable rental housing units through the Rental Gap Program (RGP). The RGP provides loans to developers for the creation and/or preservation of affordable units, with the goal of increasing the supply of decent affordable housing and eliminating health, safety, and property maintenance deficiencies. Eligible projects must be located in the City of Pittsburgh, comply with zoning requirements, and contain at least four units. The RGP has a rolling application and selection process, and applications will be evaluated based on feasibility criteria, policy objectives, and other factors. Some key points to consider include: • The RGP provides loans of up to $60,000 per unit for 30% AMI units and up to $30,000 per unit for 50% AMI units • The program requires a minimum of 10% of units to be affordable, with priority given to projects that provide permanent affordability for 99 years • The RGP has a maximum loan term of 30 years, with interest rates set by the URA based on the borrower's capacity to repay the loan • The program requires a good faith effort to obtain minority and women-owned business enterprise participation in work performed in connection with the project • The URA encourages the full participation of minority and women business owners and professionals in this effort

Budget estimate

$30,000 – $1,250,000

The budget for this opportunity is estimated to be between $30,000 and $1,250,000, based on the maximum loan amounts provided by the RGP. The actual budget will depend on the number of affordable units, the level of affordability, and whether services are provided. Factors that may influence the likely payment range include the borrower's capacity to repay the loan, the project's operating income, and the URA's interest rate.
