Description

The Urban Redevelopment Authority of Pittsburgh (URA) is seeking proposals from developers for the purchase and redevelopment of a portion of or all of the remaining 6.82 acres of the Lower Hill District site for the primary purpose of constructing affordable and/or market-rate multi-unit housing. The URA will also consider proposals that include mixed-use and commercial development on the site. The selected developer will be required to coordinate with the Housing Authority of the City of Pittsburgh (HACP) and TREK Development Group (TREK) when developing the site. The proposal should include a description of the proposed development, schematic drawings, preliminary development pro forma, financing plan, and statement on ability to obtain loans. The URA encourages the full participation of minority and women-owned business owners and professionals in this effort. Some key points to consider include: • The site is located within a Local Economic Revitalization Tax Assistance Act district, which reallocates a 10-year abatement of property tax increases attributable to the value of the improvements for any redevelopment. • The URA requires that all applicants demonstrate a good faith effort to obtain minority and women-owned business participation in work performed in connection with URA initiatives. • The URA acknowledges the City of Pittsburgh's goal of 18% minority and 7% women participation in qualifying projects. • The Community Collaboration and Implementation Plan (CCIP) establishes community expectations for the overall redevelopment of the Lower Hill, including minority and women-owned business enterprise participation, local inclusion practices, and affordable housing goals. Some of the benefits of this project include: • The opportunity to redevelop a significant portion of the Lower Hill District, which has the potential to have a positive impact on the community. • The chance to work with the URA and other stakeholders to create a vibrant and inclusive mixed-use development. • The potential to receive tax abatements and other financial incentives through the LERTA program. Some of the challenges of this project include: • The need to coordinate with multiple stakeholders, including the URA, HACP, TREK, and community groups. • The requirement to demonstrate a good faith effort to obtain minority and women-owned business participation in work performed in connection with the project. • The need to navigate the complexities of the LERTA program and other financial incentives. Overall, this project presents a unique opportunity for developers to create a vibrant and inclusive mixed-use development in the Lower Hill District, while also contributing to the community's economic growth and revitalization.

Budget estimate

$20,000,000 – $50,000,000

The budget for this project is estimated to be in the range of $20 million to $50 million, based on the market value of the available portion of Block A ($6,170,000) and Block C ($7,000,000), as well as the potential for tax abatements and other financial incentives through the LERTA program. The actual budget will depend on the specific proposal submitted by the developer, including the scope of work, financing plan, and statement on ability to obtain loans. Factors that may influence the likely payment range include the level of investment required for the project, the potential for revenue generation through housing and commercial development, and the level of risk associated with the project.
