The Department of Social and Health Services (DSHS) seeks qualified contractors to operate “Less‑Restrictive‑Alternative” (LRA) residences and provide associated support services for conditionally released residents of the State’s Special Commitment Center (SCC). The solicitation covers two residence models—Independent LRA (housing only) and Staffed LRA (housing plus daily supervision and Supported Transitional Living services). Contractors must meet state statutory housing standards, maintain 24/7 electronic monitoring, and deliver a full suite of case‑management, food, utilities, transportation, and staffing services. Contracts are initially for a two‑year period with the option of up to three additional two‑year extensions, and rates will be negotiated per resident‑month.
• Provide fully compliant residential units (single‑occupancy bedrooms, common areas, security systems) for SCC‑released offenders.
• Deliver ongoing Supported Transitional Living services, daily supervision, and coordination with court‑ordered treatment providers.
• Manage monthly invoicing for rent, administration, utilities, special expenses, vehicle fees, and mileage reimbursement, adhering to strict data‑security and reporting requirements.
