Description
The State of South Carolina’s Department of Mental Health is seeking a qualified provider to develop a Qualified Provider List (QPL) and deliver community‑based affordable housing projects for individuals with mental illness. The contractor will be responsible for site acquisition, design, financing plans, coordination with local mental‑health agencies, and ongoing reporting to ensure compliance with funding requirements. Funding is provided on a per‑unit basis (up to $25,000 per unit) with the state matching up to 50 % of total project costs, and the contract may be renewed annually for up to five years.
• Develop and submit detailed housing development plans, including budgets, timelines, site‑control documents, and funding strategies.
• Coordinate with SCDMH and local agencies to secure supportive services and ensure long‑term tenancy for mental‑illness residents (minimum 20‑year commitment).
• Provide periodic progress reports, maintain required covenants, and comply with all state, federal, and HIPAA‑related regulations.
