Description
The State of South Carolina Department of Social Services is seeking a qualified provider to operate moderate‑level group‑care residential facilities for children placed in foster care who cannot reside in a regular or therapeutic foster home. The contract is fixed‑price, paid on a per‑child‑day basis, and includes full 24/7 care, food, clothing, supervision, school supplies, liability insurance, limited travel, and all required documentation and reporting. The initial contract term is one year with up to four one‑year renewal options, allowing a potential total performance period of five years. Providers must be licensed congregate‑care facilities, meet staff‑to‑child ratios, and comply with trauma‑informed, culturally‑responsive, strengths‑based programming standards.
• 24‑hour, 365‑day residential care with defined staff‑to‑child ratios (e.g., ≤5 children : 1 staff for children ≤1 yr).
• Fixed daily rate of $260 per child (break‑down: $163 maintenance, $58.73 admin, $38.27 other).
• Mandatory insurance (CGL $1 M per occurrence, auto, workers’ comp, abuse/molestation, and $5 M information‑security coverage).
• Required documentation: progress notes, assessments, discharge plans, annual data reports, and compliance with SCDSS Group‑Care Regulations.
• Vendor must be registered in the SC procurement system, submit a complete electronic bid, and meet the 25 Jul 2024 11:00 AM ET submission deadline.
